The TRS Fund is a federal program established by the FCC to reimburse providers for the costs of enabling telephone communication for people with hearing or speech disabilities. It covers services such as Video Relay Service (VRS), IP Relay, and IP Captioned Telephone Service.

The Federal Communications Commission (FCC) requires all qualifying telecommunications service providers (including interconnected VoIP providers) to contribute a percentage of their interstate and international end-user revenues to the TRSF.

U.S.based providers are responsible for collecting and remitting these contributions, which they often recover from their customers through a line-item fee on the bill.

Who gets charged for this fee?  

Revenues from telecommunications services provided by U.S based entities are subject to contributions to the Telecommunications Relay Services Fund (TRSF), regardless of whether the service is billed to a foreign entity therefore ALL of AVOXI’s customers are charged this fee.

The location or nature of the billed entity (foreign vs. domestic) does not change the U.S. source of the revenue for international services, which remains assessable for TRSF purposes under FCC rules.
